  • Summit Background:

    Governments see aviation emergency rescue as the most effective means of emergency rescue widely adopted by many countries thanks to its quick response, robust maneuverability, wide range and effectiveness. However, aviation emergency rescue is still in infancy stage, the growth and capability of which is poorly aligned with China's economic development and national status as a big nation. As a result, establishing a system of aviation emergency rescue fits for China's national condition benefits both nationalwelfareandthepeople'slivelihood

    2008 Sichuan Wenchuanearthquake triggered a society-wide consideration on the lack of aviation emergency rescue capability. Five years later, aviation emergency rescue played a much more important role at the emergency rescue and disaster relief site during 2013 Ya'an earthquake. Multiple airlines flied their aircrafts in disaster relief missions to aid with recovery efforts the first time after the earthquake, which fully reflected the fact that the quick maneuverability of implementing emergency rescue is available.

    Some urgent challenges that need to be solved urgently in general aviation emergency response were also disclosed: thanks to the lack of well-aligned planning and deployment between different stakeholders, centralized coordination as well as airspace restrictions of the general aviation, most of the aircraft involved in the operation were still military while most of the civil aircrafts were forced to stay put; meanwhile, the limited size and insufficient capabilities of GA rescue players, the lack of aircrews and rescuers with profession and the poor infrastructure have become the bottleneck that constrains the development of aviation emergency rescue in China.

    Establishing a system of aviation emergency response fitting for China's national condition must take the economic development and scientific advancement into account. Based on this, China needs to further enhance the mechanism of national aviation emergency rescue including the followings: a sound and better-covered regulatory framework, integration of emergency response resources, establishment of a three-level i.e., national, regional and provincial (district, city) and hierarchical aviation emergency rescue management system, and the connectivity between this three-level emergency response platform and other stakeholders of management such as the State Council and associated departments, local governments, GA airlines, airport as well as those in charge of air traffic management. The coordination mechanism between military and the civil/local counterparts needs also to be improved.

    The general aviation just took off in China, which is still lagging far behind that of US, EU and other nations with established GA sector. Airspace, airports and dedicated technicians remain the three stumbling blocks constrain the development of GA in China. It is mentioned in "China's National Civil Airports Distribution Plan" that according to the standard of 100 km road traffic distance or 1.5 hours driving time, the aviation service area will cover 80% of all the counties, 82% of the population and 96% of the GDP in China till 2020. "State Council Opinions on Promoting Civil Aviation Development" has specified the goal for general aviation as increasing the total flying hours for general aviation to 2 million hours with an annual growth rate of 19%
